I think that tipping the trebel hook with spikes or mealies is a must and a slow up and down jig is pretty effective.

Using the proper line is essential. For the #2 and #3, six pound test. The #5 works best on 8 - 10 pound line. For the #7, I like at least 12. Use fluorocarbon leader or straight fluoro if your using heavier line.
When tipping them, make sure you put only a tiny piece of bait on the hook so that the swimming and gliding action isn't effected.
Politically incorrect, and proud of it.

I took the treble hook off the smallest size(metallic perch), tied a jug onto it, two inches below the rap.  Jigged it to day, and did quite well, some perch, sunnies, and bullhead on the jig, and caught a bass on the rap.

Got the idea from In-Fisherman...works pretty good.

Do these need to be tipped with something or can they catch fish straight out of the box? NH doesn't allow bait on any lure but a single hook.

Spike
Traps? Who needs traps? I have a jig rod and a Vexilar!

I caught a bass on the rapala, with no bait on it, and it ignored the baited jig dangling below it.

Deadsticking it with a lively fathead hooked thru the lips on the rear hook.  Never fails for keeper walleyes.  Just let the minnow do the work.

i honestly think this is one lure that works equally well with or without bait depending on what type of fish u are going for, have caught plenty of big trout on small ones with no bait
