Small, dark crappie jig (like 1/16 oz) tipped with meal worm has brought in brookies for me before, in all sizes. On the camera we have watched many hit-then-bite combos. Even if the meal worm was beat off the hook and gobbled up, some additional jigging often brought a follow-up strike. I know your question is about spoons/jigs, but we have also caught brookies dead sticking a piece of night crawler with a single kernel of corn.
