Is it legal to have fires on the ice?

Some guys at Pactola had a fire on the ice the other day.  I would like to bring along our fire put and do this just to keep the kids busy but I thought it was illegal.  I thought you could only have fires in campground grates in the national forest.  Anybody know if the ice is an exception?

Open Fires in Black Hills National Forest are illegal unless you get a burn permit.
