dropper hooks

I was reading an article on In fisherman about adding a dropper line with jig below your spoon for crappies and blugill.  Is this legal in MN?

You have to remove the hook from the spoon and add the dropper line with the jig to the spoon. Your just using the spoon as an attractor.
