Anybody know how to use a Rod n Bob?

I just won a small lot of ice fishing jigs etc. on eBay.  An added item is a Rod n Bob.  It has some kind of light and appears to be a bobber?  There are four in a pack along with something else I can't make out.  There's really no info I can find on the internet about how it works.  I haven't received it yet and would like to know if anybody knows how to use it for ice fishing.

Yup, I started there, but had very little info at the site on how to use the Rod n Bob.  Any info would be greatly appreciated.
