I talked to a delivery friend of mine who makes deliveries in Copper Harbor on Thursday.  I ask him to keep an eye for ice fisherman at there.  As of Thursday the 18th, he told me that no fisherman seen and the water was partially open with some areas covered with what appeared to be thin ice and snow.  In his opinion, there is no way it was safe for fishing.  I will update this if and when I get more reports from him.  He's pretty reliable, so if he sees fisherman there he will contact me.

Copper Harbor can be hit or miss.

The ice has been seasonal this year, to say the least.

A beautiful spot to fish, but not much action on legal splake from my experiences.

Good luck if you go. Hoping the ice forms better.

I got more information on ice conditions in the Harbor.  My wife works with a guy who fished it last weekend (Jan 20th) and he said there is three inches of solid ice off the marina docks.  he fished for several hours but no luck.
