Personally bang for the buck on medium action is a 30" Shakespere ugly stick $12 for the rod, I added a micro reel off a 5'6 open water rod I broke a couple yrs ago.

24 inch ice blues medium action.  i like it up to 5lb fish.  bigger then that i would want to go with a heavier rod then medium action.  i fish oneida and like the medium light action for the most part but use my ice blues with heavier raps and spoons.

I have two good reels for my open water walleye jigging rods. They do double duty on my laker ice rods. I use the same 8lb line, but add a 17lb flouro leader. You need a good drag (set right) on a short jigging pole. For a rod I'd just look around for a 30"+/- fast rod, fairly soft tip and strong back. I would also try to find one with a decent reel seat, the slide over type need to be reinforced I have some cable ties on mine to keep it in place.
