Thought you can use any fish you want as bait as long as its legal size and counts toward your daily limit.

Actually, the only limits according to the regs are:

Quote

Species That May Not Be Used for Bait
Carp, goldfish, lamprey larvae, round goby, as well as species listed as endangered or threatened in New York State may not be used for bait.

Do have to follow all other regs to prevent spread of disease: same body of water, no overland transport, etc.; along with limits and minimum length.

In all my years of reading a regulations handbook, the online thing SUCKS Gamefish were not considered "bait fish"
