#1:The state was Minnesota. The town was Lake Phalen.
Wabasha was scouted out, but the location manager felt that it would be easier to film in areas that looked like a small town, but wanted it to be done in a city the size of Minneapolis/St. Paul. Lake Phalen's south shore was chosen for its resemblance to a prototypical Minnesota small town like Wabasha.
Interior shots were done at the Paisley Park sound stage in Chanhassen.
Filming locations include Hidden Falls, a bar in St. Paul and other buildings and scenic overlooks around the state like Center City, Red Wing, a vintage drugstore in Faribault and Hyacinth Avenue in St. Paul's Payne/Phalen district, which had 1910 era homes.
The ice houses are make believe too. Exteriors were shot on Rebecca Lake in DeLano and interiors were shot on studio sets.

I think fulltimeDad is right except for the Rat Finky is available in 30 different combos.

Lake Phalen is not a town. it is a lake in St. Paul.

None other than the greatest Irish pup in the midwest---The Halftime Rec on Como Ave in St. Paul
The freshest Guinness, an incredible Woodpecker Cider that would unknowingly Knock you silly and the best Irish bands and contra dancing.
I remember them setting up to shoot while I was enjoying a liquid lunch.

I'll bet that I am the only ice shanty member who resides in the beautiful city of Wabasha MN. ;D We actually have two claims to fame, we are the home of Grumpy Old Men and the home of the National Eagle Center. Its true that that none of the movie was shot in the city but that was due to the fact that we didn't have enough hotel rooms for all of the cast and crew.  We still celebrate the movie heritage with a grumpy old men festival in late February. Events include a ice fishing contest, grumpy plunge into the icy waters of the Mississippi along with many others.
