Hi wyfrabill,
It depends on what fish species you are looking for.
It seems that the bigger walleye on average are usually caught at first ice, where as the burbot and big pike are more active in late Feb to late March.
The perch seem to be bite all winter long, just like other fish some days area much better than others.

Was fishing out by liberty today out in the arm, about 6" of ice, 5 others out there, only got one pike before the weather got bad and decided to head home.

It was all locked up yesterday when I stopped by wee too and alice's after fishing at buffalo pound. I didn't check at wee too how thick the ice was but it was all locked up. There was a guy fishing at Alice's beach so I stopped by and said hi and dropped a line down, it was only 4" at shore and 2" about 40 ft out and it was making some crazy sounds so I didn't stay long!
