Really they are not so long as you have only one hook on the rig 
so one hooked bait and the rest with no hook is perfectly legal, common misconception.

Kind of defeats the intended purpose, but I suppose you could use it that way if you wanted to.
Think of all the fun, the missed hits because the fish picked one without a hook
