What size shiner?

What size shiners should I use on tip ups for brown trout?  Also, I've heard you can even put a few waxies on the hooks?  Suggestions?

What type of water are you fishing?

Is it a stocked lake ?   Put and take fishery?

It all starts with research.   I usually get a couple of different minnows in small and medium, unless I am fishing one of the great lakes (or a tributary) then I'll get larger minnows.

I usually use #8 lb florocarbon, with # 16 to #20 treble hooks.   I like the small hooks because they don't kill the minnow.

Try Rosie Reds if you can get them.  Hook one treble in the cheek of your minnow, the other in the back just through the skin.  You want it so one quick yank and the hooks pull out.
