As far as I'm concerned Williston is never safe for ice fishing. I have a buddy who fell through at the Causeway, and I've heard stories about drilling through the ice further up the lake only to find the water 10 feet below the bottom of the ice. Also the water levels are super low this time of year, so you will likely have to scramble down the super steep banks with shelf ice crevasses. Been there done that!
That being said, I have never fished the WAC but there is lots of current and water fluctuation in that area, so I can't imagine it being any safer.
If you can find the char though, you will probably win the derby!
