you lost me on the roach .. ::) what is it ?
your buddie uses chicken livers through the ice for cats ? if you use chicken livers on a tip up would you set the bait on the bottom ? or say 6" off the bottom ?

i catch them regulalary using cicadas while fishing for walleye in about 15 feet of water

Wildwood:
A roach is a large minnow (3"-7")very commonly used around the midwest for pike and bass. And ya, you have to set the liver and the cut bait up off the bottom a little.
