How close to the power station can I set up shop? Would that be considered stream fishing and therefore illegal?

It's dangerous to fish the Vermont side through the ice and I imagine that may be one reason why they don't open it for trout fishing through the ice. I pasted the regulation below.

Sherman Reservoir
Whitingham
* Brook, Brown, Rainbow Trout: Open Season, second Saturday in April to Oct. 31, daily limit 6 trout
