As long as its not snowing or raining at the time yes because it is not insulated from the cold like the ice on bottom.

this reminded me of a late-mid season trip....

the conditions crust on top, and some spots would hold my weight, but not every step.
a little under 12'' of water

then black ice (no white at the hole i cought that one)

i pulled up a decent bass a lil under 3 #. i had a b*ch of a time getting em back down that hole as i'm chasing it through the layers. ;D fun day though. ended up up with a 4# 3oz. (if memory serves right, hasn't been lately) pick, a brookie and a small salmon.
