I've seen people are ice fishing on the South Saskatchewan River.  Where is there a safe amount of ice? 
Get outside.  It does a body and mind good!

my take on it is unless your experienced in river fishing on ice and know what to look for. i would exercise extreme caution. i know there are people out there doing it but depending on where they are... they either know what their doing or the total opposite. with the current stronger in different areas of the river and alot more weaker ice than at a lake with no current. 12" in one spot and 2" 20 feet away is not uncommon. makes me more than a little uncomfortable. i much rather be kissing ice in my drink rather than the underside of river ice..... be safe.

A bobber, hook (no sinker), and minnow would catch pikes in the winter at the fishing platform. It's almost always open.

I've done ice fishing once at the warman ferry/ice road. I stayed at the slow-current west side when the ice was  over 30" thick. There were plenty of holes in that area.
