Tip Downs Bait

I can't use live minnows in my state.  What bait could I use other than live minnows for crappie fishing with tip downs?

So plain hook with say a waxies and spikes or some sort of baited jig?

either or would work. i'd recommend the jig since it gives a bit of color to the presentation, but if the water's clear, and the fish are finicky, go for a plain hook and some tiny split shot for weight.

they sell fantastically small split shot in the fly fishing section of most sporting goods stores. space them about an inch apart so the fish don't feel a sudden heavy weight when taking your bait.
