What is the best hook size for getting good consistent hooksets on big walleyes? And which rigs do you use when fishing with live minnows?

If your using tip ups, I think fluorocarbon quick strike rigs are best. For 4" or smaller minnows, use a pair of sharp #8 - 10 trebles. If your using bigger minnows over 5 or 6", go to #6 trebles.
If your jigging minnows, hook them lightly through the lip. I think kastmaster spoons, swedish pimples, or jig a whopper style spoons work best. The larger stingers from custom jigs and spins work great too.
