tipups, and spears

a friend in Mich. pm'ed me, and told me this year he was going to try spearing, and was glad that he could use a spear, and 3 tipups. I was under the impression that we could only use 2 tipups, if we are spearing. and the survey said?

He is correct.  Spear doesn't count.  One thing might trip him up and that is if he uses a hook on his decoy line that could catch a fish, this would decrease his tip-up number.  If the decoy is harnessed without hook, he's good to go with spear and three.
