If that is the purpose for removing part of the hand rail, then why not remove all of it to aviod damage. There is still part of the rail remaining so the ice would damage that.  I am skeptical about the purpose being to aviod damage from the ice. ???
A friend of mine takes them off so believe what you want.

mcully, I am not say you are wrong.  After thinking about it, they may have left the rail on the East side to protect the light post from ice damage. We seem to get a lot of strong wind from the East.

i use to love dip netting for smelt  ....
