I bet a wide, shallow trap in a quick moving stream they are running up would catch some.

I'm sure if you found the depth that they were running and left a trap over night, you could get some. I'd much rather jig for them though

I have caught smelts in my bait trap but only once, I was trapping a lake over a rocky point about 8 ft deep for red fins left it overnight pulled it up next day and had about 15 smelts in one trap. Might of been a fluke but it happened ! ;D needless to say it never happend again :-\

Underwater submersible with camera and light and some type of deployable nets, I'm sure a defense contractor could build something with a couple of mil.

If your traps are in a brook when the smelts are running you will have one of 2 things.
1: It's closed to the taking of smelt. So you'd get in trouble.
2: If it's legal to dip, there will be other people there guaranteed and if you aren't guarding your traps, you'll never see them again in one piece...  :o
