Posting a NEW TOPIC

Anyone tell me why I don't see "POST NEW TOPIC" on the forum boards? (Especially Pennsylvania since that's where I'm from)
I have the burning desire to go fishing although I know, that if I never catch another fish, that I have caught enough fish!

Says New Topic  highlight in blue  right under the Tackle Shack promo. ;)

Nope, its not there.

The thick bluish/gray line like the one on top of this post that says "Post reply" says "Child boards" . Is that something that I don't know about?

I was looking in the "Pa reports and conditions" which I see not does not have the NEW TOPIC option.
The "ICE FISHING PA" board does.

Looks like each state has the two forums and only the 2nd one has the NEW TOPIC option.

Anyway, thanks again for the help.
