Got there a little late (14:30) and fished 'til dark... landed a couple trout, no panfish. Fished a couple hundred yards off the boat launch from 8-15 FOW.
5" of rock solid black ice.
On the way up I noticed that Willard Bay was completely capped, but another angler I spoke to on Mantua said that he checked and it was barely an inch thick.
