Frabil Ice Shuttle windbreak

I recently acquired a Frabil Ice Shuttle with poles but no windbreak. I'd like to fabricate on with in inexpensive tarp basically as a tryout. any suggestions as to how to secure the folds to make the sleeves for the poles?

You may want to set it up and the pop rivet them to the conduit.
