Why would they allow that?  Don't license sellers get a small commission on each license sold which is hardly worth the staff time it takes to process it?  Why would they take a bath on licenses by allowing coupons to be used?  Makes no sense.

Do you guys know if you can use gift cards on lifetime permits? NE has the option for a lifetime permit and I'm going to get those for my boys when they're older. If gift cards dont expire then I could start saving them now and buy a lifetime permit in a few years with gift cards.
