Awful blurry pic, I haven't used that personally, but looks like a decent jigging spoon...how big is it?

on the back it say 1/8 and thomas on the front it says eel

Used to use another color version of these for freshwater when I was a kid. They are sometimes called "Eelets" but are sometimes sold on "cards" in bulk. Used to be awesome for trout, but have taken monster ickerel with them, REELED. I don't know how they'd fare jigging.

Could almost be a Doctor Spoon, the red spots and the profile look suspicious. ???

Seems you already know what it is, an "eel" made by thomas lures, they make several other lures and I think at one time were involved with Acme, makers of castmasters, little cleos, phobes and other stamped spoons.
Although I have several in my tackle box, it's been some time since I've seen them on the market. I have never really used them for ice fishing, but can think of no reason they would'nt work.
