Same problem here, only I built a wooden box around it to keep the sides from ballooning out.

For a second there I thought I was looking in my basement. Made the a similar set up for herring in the summer time. Even started out with the same 28 gal grey container from Wallmart, but also had the sides collapse so switched to two 48 gal rubbermaids nestled together. Need the size to keep 5 dozen 8" herring alive for two weeks.
For winter fishing and shiners I found the two 5 gallon bucket method more efficient and kept the bait livelier. I bought the largest air pump available, cost about $45. The pump has two air out puts so one 4" round air stone goes in the bucket with the shiners and another 4 " round stone goes in a bucket filled with fresh water from the tap. The chlorine will dissapate after 24 hours in the freshly filled bucket so it is safe to transfer the shiners from original bucket, by a net, to the new one. Rinse the bucket well, refill with fresh water and place airstone back in. I found that transferring them every 3 days is sufficient when feeding the shiners. Also successfully kept 4 dozen alive for over a month.  ;D
breathing in, breathing out..this is life is all about ...We change when we start to make of life what we want.

filters are cheep at wallmart and they have a ok selection just match the pump and filter to the volume of water in your tank/ tote/cooler i also found the cooler works well and if you dont want to get one now yard sales are starting soon keep your eyes open for filters air pumps and coolers all can be had fpor small change at these sales
