Any Ideas on Where I can Buy Fresh Frozen Herring?

For the past couple years, I have been unable to find vacuumed packed herring that have clear eyes, crisp color, tails and fresh. Been trying everything else to no avail. I fish in crystal clear waters here in Colorado and the pike sure are bait savvy. Also, we cannot use any live bait above 7,000' and the herring sure worked well in the past. Any one know where I can order these without buying in a huge quantity?
