Insurance doesnt matter on the ice- not in MA at least.
Some people are just plain stupid, others not too smart, maybe the third just aren't very lucky and could sink a truck on 30"
The bottom line is that if you dont know the lake you are fishing, (springs, inlets, shallow spots, etc.) and if conditions arent right for a truck ~8" of clear black ice, then you should be on foot.
Unless you dont mind the fines and not to mention putting your life on the line
