I keep them starting about 9". I haven't bone it yet, but Iif iI was catching lots of them I think I would start releasing the 13s and 14s. They are definately inferior eating, just like too big catfish.

I'm not a super perch eater so really only keep the ones 12" or longer.  Less cleaning for more meat.

Keepers start at 8",  Smaller ones have been in the pail before.  I prefer them in the 8 - 10 inch range for eating, but will gladly keep some of the slabs.  Still don't have the a wall mount yet.  And I would love to catch enough slabs for a stinger mount.

Fish really small waters for the most part, keep 8" - 10" or so, Jumbos go back. Has worked well in keeping a balance on them for over 40yrs, luckily few locals know they even exist. Big waters and size isn't an issue

" 3 beer cans long" is a real keeper.
You can not take too many perch, unless you can not clean them, give them to your friends and neighbors to clean and cook. The more perch you take, the faster and bigger the rest  will grow. The walleyes and bass will survive from fry to fingerlings.

3 beer cans long is not only a keeper but one heck of a trophy, looking at about 15 inches.
