tip-downs

i just won some tip-downs and have never used them i pretty much get the idea and these are exactly what i wanted to try   my question is   do i let the reel free spool or do i keep it tight?   and deo i need to have a constant eye on them or when they tip do they stay that way?

Just put enough tension on the reel so that when the fish hit they can take line if
they want to.  I do not let mine free spool, because of the danger of a backlash.
After you get a few hits, you will determine hot tight you want yours to be set.
When fish hit sometime they stay down and other times they do not, again this
is where experience with them will help.  Good luck with them.
