I always use bait when I'm jigging. I just think it makes all the difference in the world. Nightcrawlers for trout, maggots or mealies for panfish, sucker, carp, or anchovy meat for lakers, and whole deadbaits for pike and cats. The only time I have noticed a lack of need to tip baits is with walleyes and jigging rapalas in the twighlight periods. Even then I feel more confident with a tiny minnow head or a tiny slip of crawler. I'm sure it makes some difference. You just have to make sure you don't overbalance your jig.
