No because that is impossible. Blow on an ice cube while standing in your kitchen, it will still melt. TEMPERATURE is the only variable  that directly affects the making of ice. Wind plays in by dispersing the ice, or by creating a current, but not by actually cooling down the water ANY more than actual temp. Windchill does not cause water to freeze if the actual temperature is above 0* celcius (32* Fahrenheit) that is physically impossible.... Unless you are Al Gore...

correct. 32 is 32 is 32 absolutely NOOOOOOO way around it. Doesnt matter if it is 32.9 degress and a 60mile an hour wind (which equals a 14deg windchill btw), the water will be liquid because it has not reach its freezing point.

The inanimate object will not cool below the actual air temperature. For example, if the temperature outside is -5 degrees Fahrenheit and the wind chill temperature is -31 degrees Fahrenheit, then your car's radiator will not drop lower than -5 degrees Fahrenheit.

The scientific definiton of ice or freezing point is the absence of movement at the particulate level. If there is a lot of wind this means the particales of water are moving more than they normally would in a staginate state. Therefore, although freezing or ice making is 32 degrees F. Wind makes it more difficult for ice to form at the particulate level.

Thank you. That makes it easy to understand. It can't get colder than the actual air temp, but it can get there faster with the wind. Got it.

Here is the best way (IMHO) to think about windchill -

Windchill only affects living creatures that create & radiate heat. Inanimate objects are not affected by windchill because wind does nothing to their insulating layer. Conversely, a human being creates a small pocket of warm air around them - it is part of what we see on FLIR or thermal imaging systems. When the wind blows on a human being or other animate object, their heat field that has been surrounding them and helping to maintain their temp is blown away. Therefore, they are losing a layer of insulation (the warm air they created). Wind does other things as well, but this is how I've always visualized windchill

my original post had nothing to do with wind chill folks.  wind causes moving water, moving water don't freeze.  lake by my house had a one foot chop on it yesterday.

 You know that wind chill can only chill the air to actual air temp right? If is it 30 degrees outside and the windchill is 10degrees it is only 30degs. Wind chill will speed the rate at which the water cools BUT ONLY to the actual air temp, ie in my example 30degs.

Wind chill is phnomena that only effects animant objects live people and animals not inanimant objects like vehicles and water.

You are right, it won't get any colder than the actual temp.  BUT, you do get a faster heat transfer.  30 and windy will pull more heat from the lake than 30* and calm. But, for it to Freeze, the temp must be below 32*  Another way wind will help cooling the water is evaporation.  More wind means more evaporation. Evaporation (any liquid to gas) requires energy (heat) which is pulled from the lake. More wind will allow more evaporation, causing the water to, once again, cool faster. And, as most have stated, wind will keep the snow off of the ice, also helping the heat transfer.  This isn't anything fancy. No biology, chemisty, meteorology, it is BASIC PHYSICS and Thermodynamics.

Chemistry major

If the pavement is at a temp less than 32 (due to recent cold weather) then a thin film of water could freeze to black ice even though the air temp might be 33 or 34.  The black ice would not likely last long as the road would eventually warm to the air temp, but to say it is impossible is not correct.  The same method is used to make ice on hockey rinks.  The water is chilled from below and freezes with a thin layer of water on top due to the rink air temp being above 32.
