im not a biologist either but to throw a guess out there they have the eggs and are in the beginning stages of development and wont be ready to be fertilized until water temps are right for the spawn. please correct me if im wrong but what i have read moon phases are the key contributor to begin egg production and water temp triggers when they will begin the spawn.

from what I have seen...they are full of eggs developing durring the winter until they spawn closer to spring.  Them having eggs in them does not mean they are spawning.  Spawning time is a short period when the drop the eggs they have been developing during the winter
