Your right! There's a third piece of thin wood about two feet long with a heavy wire running the length of it. On the wire, was roughly a one ounce weight that slid from one end to the other. The piece of wood had a series of holes drilled either side of center for adjustment. where the cotter pin would fasten it to the base. One end had the flag the other a finishing nail stuck in the end. When set, the flag end would be down with the weight slid to that end, the end with the nail over the hole, one would tie a loop in the line and hook it on the nail. The top would bob in the wind on the spring steel. When a fish bit it would pull the end with the nail down, the weight would slide to that end keeping the flag end upright.
