but with good filtration and air how many 1 to 2in minnows would a 55gal hold

If the tank is cool (below 40 degrees) and you don't feed, with an over sized filter (200+ gallon capacity), I'd guess a couple of hundred. You'll need to stay on top of water changes and filter changes though.
