lighted tip up hole cover ( underside facing water )

Saw a photo somewhere of a guy who made his own tip-up hole covers.  He basicly just cut out osme plywood.
But underneath ( the side closest to the water ), he attached LED lights and green glow sticks to the underside.  So the light would go towards the hole attracting more fish.

Here in MN you cant have lights in the water to attract fish.  But I wonder if this would be a way around that?

Thoughts/.....?

The lights were not in the water, the were abover facing down....

How about making the hole cover but have a small plexiglass window in it to allow natural light down the hole.
