Go Fishing.  If you don't catch something in spot, move to a different spot.  If you find them in that spot, that's where they are.  If you don't, then move again

There isn't really anywhere good that's near Whitehall. I think your closest bet would be Seeley lake.

There are pike to be had on the Missouri from Toston down, but they just aren't in reliable quantities that you could target them.  Southwest Montana is pretty much Pike-free.
