I liek using a eye dropper for perch and eyes but just bought a few chubbies and 2 raps (perch color) Are the swim baits hard to use if you dont have a vex or camera. Oh well they are still going to get wet anyhow. :P ;D

Sonar will help you with all fish and all presentations. Fishing swimming lures for walleyes is a really good example. Use a lift fall and let the lure pause at least 10 seconds, as the lure stays swimming and moving in a semi circle for a long time. When a fish moves in, using jiggles really helps to get a take. It's more difficult to present anything on ice without sonar, and swimming lures are no exception.

I like a jig and minnow, or mid sized jigging rapalas for walleyes, but I feel the chubby darters will be a good one to try.
For both perch and walleyes I like the buckshot rattle spoons.
For perch I have had good luck with a bit of bait on a the smallest Len Thompson spoons, or the smallest jigging rapalas. :)

I target mainly large eyes, a jigged red prism swedish pimple tipped with a shiner head or whole minnow pull more monsters than anything else I use. Also works great on a setline.

hali tipped with a minnow head or a blood red hook with a full minnow hooked through the dorsal (simple but it works)

Small jig tipped with fathead minnow or a red or glow hook single or treble under a slip bobber all the way. If I'm searching or it's slow,Swedish pimple or chubby darter tipped with minnow head and get to work. Also gotta set a tip up for the snakes. Man I'm getting all excited
