dead smelt for pike

 is grocery store smelt legal to fish with , dead and frozen.

Thats mostly what we use in Montana, since most the lakes have no live bait. It works pretty good.

Use of Dead Fish as Bait
Any dead fish, or parts thereof excluding eggs, that are legal to possess
and are not prohibited for use as bait (see above) that have been packaged
for commercial sale and have been preserved by methods other than
by freezing only (i.e. salted minnows) can be used in any water body
where it is legal to use fish as bait and do not require a receipt. Each
package of dead bait fish must be individually labeled, identifying the
name of the packager/processor, the name of the species, the quantity
of fish contained, and the means of preservation.

we use pickled herring for trout in open water and found out it is illegal even though they were salt water fish and preserved. because they werent preserved the right way like the pre packaged bait they sell in stores.
