as long as they don't go over the limit of hooks I don't see why not

Never thought of a sabiki rig for smelt!!!!  Awesome idea!!!!  I imagine it would work great!!!!  What is the state regulations on number of hooks per line????

Hooked,

A sabibki rig is a rig composed of several (usually 5-6)  tiny fly or jig like lures tied onto a single leader.  They are used in saltwater to catch baitfish.  Nothing more than a perch or bullhead rig only using tiny tiny lures.  I'm sure you could find them in Cabelas or Bass Pro.

Sabiki is the Japanese word for bait rig!

Its just a main line with a bunch of hooks on it...

some people put feathers, beads or other fish attractors.

It's getting late and I'm getting groggy but if I remember the regs on hook toals in NY waters you are allowed to have no more than five single point hooks on a line , I looked because I was going to start running a drop shot type rig on my tip downs and wanted to see if any regs, the regulation book is a little confusing about  hook points and total numbers of hooks but 5 was the magic number I found. Hope this helps.

15 hook points, but 5 baits per line. here it is from the book

An angler may operate no more than two lines with or without a rod, and each line is limited to not more than five lures or baits or a combination of both, and in addition, each line shall have not exceeding fifteen hook points in any combination of single, double, or treble hooks, provided the total number of hook points does not exceed fifteen. Snatching, lifting, hooking and the use of tip-ups are not angling.

so one of those hooks would have to have a bare hook

also on a off topic side note.... me thinks me found a misprint

Foul Hooking
All foul-hooked trout, lake trout, coho salmon, chinook salmon, pink salmon, and landlocked salmon must be released without unnecessary injury to the fish in Oneida Lake and the tributaries to first bridge upstream from the lake.

It's Five BAITS, which the flies on the Sabiki rig are. Five BAITS only, so cut the extra(s) off and save 'em for later.

They changed the number of hooks you can use regardless of the species.  The old rigs came with 6, you have to cut one off.  There is one line in the reg book that addresses the number of hook points you can have.  I'm reasonably certain that it says 5.  of course, to be sure reread the reg book.
