I haven't been up there for several years, but we used to catch trout in the North Platte River right in Torrington.  Now is the right time to fish there.  As soon as the irrigation season is over and the water clears up, you should be able to find some trout in there. Seems like we went to a city park that was right on the river there in Torrington.
Another place we used to go was Kelly Park at Guernsey. The best fishing was just after they shut down the irrigation for the season, but there should be trout there now too.
Good Luck and happy fishing!

Not much for trout fishing around Torrington.  At least ice fishing wise. Closest place would probably be Curt Gowdy or Wheatland 3

There is essentially nothing in the Torrington area that is managed for trout. In fact not much of nuthin managed for fishing at all unless you fish Grayrocks or Hawk Springs reservoirs. The silt run is the only thing the river downstream from Guernsey is managed for. This time of year when the river is low is the best time to fish it but it is best to wait until waterfowl season is over. Finding access is tough but persistence may pay off. Best of luck.  :(
