just wondering what % of the line breaking strength you guys/gals use to set your drag or if you do it just by feel.

About 1/4 to 1/3 of max drag. Most of these small spinning reels have about 5-7 lbs of max drag. Some may have about 10# of max drag. Smooth operation of drag is usually up to 75% of max drag. You get less drag as your reel gets older too.
Since I'm mostly using 4# test lines, that works out. The setting is well below the line strength, as well as below the knot strength. That's where its far more critical, and I line test with the knot I'm going to fish with.
I do adjust my drag as necessary. More importantly while hooked onto very large fish. It's also far easier to do so with a baitcasting reel. Which also allows for better drag range of adjustments. I can also stupid winch the whole time without worry about line breaking or fearing line twists.

Set by feel but don't rely on it, even on pannies. Prefer to back reel when needed

Inexpensive way = By feel. ( #1 way we're all outfitted for.)
Slightly scientific way = Pull gauge rated at 200 inch pounds.
Very scientific way = Knot Wars test stand.
