for 1 always tip your jigs, wether it be a mousie spike or minnow strip.  2nd be persistant, try differant techinques and if nothing works move and try to find the fish.   My personal favorite technique with these jigs is a long slow pull up then let it drop wait a few seconds repeat, expirament at differant depths

The Rapala website has a cool video that shows you how the rap moves in the water while you are jigging....this may sound wierd but you can tell from the motion of the jig in the water how the fisherman is jigging it.....
