What works best for getting the perch to strike before the Gills an other fish?

I use a live or dead minnow, although some of the really large gills will take a small minnow, but that's not so bad is it? ;D

If I am in an area that I have the potential to catch both gills and perch I like using a bigger jig than normal, maybe a number 10 or 8 but rarely ever smaller than a 10. This keeps the small gills and perch away for the most part and the better fish will bite.

Larger lures and/or work them faster more aggressive. That usually gets me the larger perch before the little ones bite down on them. Sometimes I have to plow the lure down past them little perch, sometimes I have to make the lure rise and escape the comfort zone of the little perch.

Try fresh wigglers.

I haven't had any gills hit jigging raps or puppet minnows yet,I'm sure anything is possible. Gills and crappie have hit my assortment of pimples.
