smelt fishing

does anyone know if there is a place that fishes for smelts in the Richmond area that has there shacks out on docks for the early smelt season?   I usually make it up to James Eddy's ore riverbend a couple times a year and always heard about this other place but no one ever new the number ore where it is for sure. so I did not know if it really exist ore not
