The Fish Are Whipping Me!

We have a family dam that is a little over five acres. There are crappie and perch in it, but the only fish I can catch with my tip downs are bass.  Overall the dam is pretty shallow.  Most of it is three to six feet with a small channel seven to twelve feet.  The twelve foot depth is right at the spillway.  I can't even catch a bluegill.  I've been using ten homemade tip downs with four pound flouro, split shot, number fourteen treble, and fathead minnow.  I've focused on deeper water and I've focused on the structure that I know of.  The structure is in shallow water like three feet deep.  Any ideas?  I have no problem catching them in spring.  Thanks.

Try jigging with a light ice rod, light line with small ice jigs tipped with waxworms or mealworms. Also try the last hour or two before dark.
