Duck Lake Cayuga County NY access info

Anyone know where you can access the ice on Duck Lake in Cayuga County?  The Cabin/Campground is saying their insurance only covers the camping season...so no access through them in the winter

You have to get permission from a property owner, there isn't a public access area
