I was fishing last week and noticed a difference on bites with heavier line.  I dropped from 15lb. seagar to 12 lb. seagar.  I had 5 flags on the tip ups with 12 and 0 on the tip ups with 15.  I also used the bleeding red treble hooks.  I took more fish on the bleeding red trebles than regular trebles.  I use size 8 trebles with smaller bass minnows.

I use smaller hooks and lines than most guys.

6lb monofilament leader on my tipups, and size 14 Mustad trebles.

Are steel leaders needed for walleyes on tip ups?  If so any certain kind?

Although they do have sharp teeth, using leaders on walleye rigs would be detrimental, as you would scare off a lot of fish.

If you are using live bait, hook the the back near the dorsal fin so they stay nice and lively. If you are using dead bait, try center punching them. I also like the bleeding bait hook, in any of the smaller sizes.
Walleyes teeth are indeed sharp but they come down point on point, there is little chance that they will cut your line. Try 4-5 feet of mono or fluorocarbon for your leader and if you are not in a weedy area position the bait a foot to foot and a half off the bottom. ;)
